Can no longer change Text Encoding in FireFox

My Home Page opens with two tabs. The first always opens in Unicode (UTF-8). The second tab opens in Western encoding.

In the past, I was able to change the coding via View > Text Encoding. When the list came up Western was selected… I would click Unicode & the page would close and the coding would change. Now however, when I click Unicode the page closes and nothing changes. If I click View > Text Encoding again the selection is still at Western. In other words, I cannot change Text Encoding.
