This will be changed in Firefox 45, according to this bug:

412457 – should unescape hostname first, then perform IDNA

I have not tested that particular URI. You could test with Firefox Beta, for example, using the "Portable" build that doesn't replace your regular install. http://portableapps.com/apps/internet/firefox_portable/test
