That just puts Thunderbird in offline mode. It doesn't reverse the process. Once offline, how do we get back online again? I usually wait a few days and it seems to go back online again by itself, but this is irritating if I need to send an email today.

For everyone in the world but you it toggles the online state. Even puts a little red X over the icon when in offline mode. But just for those that can not navigate the icon, thee is an entry of the file menu that toggles the online state as well.
