Dear Sir or Madam:

When I visit msn.com, I get a Windows 10 popup (see attached file).

My popup blocker is turned on. I cleaned my PC with ccleaner and superantispyware.

Is there any way to stop this annoyance (aside from never visiting msn.com)?
