I downloaded both the stub file and the part file from that page. I disconnect the internet and log off as a standard user. Reboot and log in as admin with no internet connection. Try running the stub and the part file, and both want an internet connection to upgrade or install. Standalone appears not to work without internet connection. I would prefer not to connect to the internet while having admin privileges.
