Connection Settings are greyed out - Can't set proxy.

In my duties, I am provided with Win 7 images from an outside source, modify them for our org and create new images for our specs. Recently, I got a new image from the supplier. They forced IE 10 on the image, so the IEM tool that I previously used to set proxies no longer exists. My customer requires Firefox as the default browser. When I try to configure the proxy settings on the Connection Settings page, all items are greyed out. About:config shows network.proxy.type is (0) and is locked. I have modified prefs.js to a different value but it never works. I figure there was a registry or group policy setting that is stopping this from working. Any Ideas? Thanks, beforehand.
