Do you mean you would have your full screen picture on every web page? Or only on blank tabs/windows (when you open a new tab for example)?

In the second situation, consider to use an add-on like Browser Backgrounds.

Thank you Banban, This tells me that Firefox Themes are not the same as Chrome, is so far that Chrome's Themes acts as a full screen wallpaper on the first page. I have a lovely screen full of flowers on Chrome and had hoped the Firefox Themes covered the full screen also. Thanks for you help, Chrisbliss

Yes, most often add-ons provide missing features in default Firefox, but sometimes none exists for a specific need.
