Could it be an add-on messing with things? Restart Thunderbird with add-ons disabled from the help menu and see if that changes anything.

Well thank you Initially I installed Lightning immediately, before I sent 1 email -I Had Lightning and Quicktext addons -I disabled them -I then tried a drag and drop from explorer(a pdf file), my cursor turned to a rectangle and then my explorer hung up -I waited and never responded -So I ended explorer task and restarted it -I then closed Thunderbird -I restarted Thunderbird and tried again and the attachment box appeared under my cursor

Until it is fixed, I suggest to all who install Thunderbird...don't install an add-on until you run a test email with a drag and drop attachment. There must be a subroutine for attachments that does not setup associations with windows until the 1st attachment is dragged and dropped.
