I have windows 7 64, and recently, when windows automatically updated, my firefox will not open any new tabs, manually or when opening a link...

Uninstall the Ask toolbar and it should work again. There is a compatibility issue with the Ask toolbar and Firefox that prevents new tabs from being opened.
I do not have the ASK toolbar installed, but still don't have the + sign to open a new tab. Where did it go, and how can I get it back? This is very annoying. (I just updated to the latest Firefox yesterday, and that's when it disappeared.)
Can you open new tabs with Ctrl-t? Are you using a userChrome.css file? If so, check the settings in there.
You can find the New Tab button showing as a '+' on the Tab bar.
You can open the Customize window and drag the New Tab button that shows as a plus sign (+) from the Tab bar on another toolbar and it will become a regular toolbar button like the New Tab button that you have in Firefox 3 versions.
If you can't find the New Tab button then click the "Restore Default Set" button in the Customize window.
If you want the New Tab button at the far right end of the Tab bar then place a flexible space to the left of it.
