When will Firefox create PDF documents that have functional hyperlinks like Google Chrome can?
I can print a webpage to PDF in Google Chrome that has functional hyperlinks, but I cannot do this in Firefox. When will I be able to do this in Firefox?

Many add-ons do that. Or PDF virtual printer like PDFCreator. https://addons.mozilla.org/en-US/firefox/search/?q=Print+pdf
I don't know whether this is on the "to do" list for Firefox. You can submit feature suggestions on the following page (click the sad face):
https://input.mozilla.org/feedback/firefox
Meanwhile, there might be an add-on which can do the conversion. The reason you need an add-on is that converters which intercept print jobs do not get the code behind the link, just the visible part.
Users of Adobe Acrobat have access to an extension which converts page to PDF preserving the links, but of course that software is very expensive.
Previously I used an extension named Print page to PDF which preserves links -- and also your privacy because it does the conversion locally without sending it to a website. However, the updated versions with bug fixes never got approved by the Add-ons site, so you might find some issues with it on newer versions of Firefox.
I haven't tried any others.
