Does Safe Eyes net filtering software prevent Firefox from installing properly???

I cannot install Firefox. I had Firefox 24.0 but it was not allowing a particular site for work to open properly so I figured I would uninstall and reinstall. Now I cannot reinstall! It gets to the page where it say "one moment, this may take a few minutes..." but it never finished downloading.
