I have set the settings in about:permissions to Plugins - Always Ask and Pop-ups - Block, however I visited a site and was greeted with a pop-up. Also, I no longer have to "Click to Enable" videos in YouTube, whereas I used to have to in Firefox 22. I have Firefox Portable 23.0 (by PortableApps.com) and run it on a Windows 8 computer.

hello, on firefox 23 and onward you can set the click to play options separately for each plugins in the addons-manager > plugins section.
