where can I download full version of firefox 22

When I press thedownload button on the Firefox website I am offered a download stub. I'd like a link to the full download file please.

On Mozilla.org there is a Systems&Languages link under the green download button. Just pick your own and language. http://www.mozilla.org/en-US/firefox/all/

Under the big green Download button (see picture) there's Systems and Languages in small print. Click on this text.

Those links don't work. If you go to "Systems & Languages" you STILL just get the stub download.

I get releaseing a stub downloader, but I've got tons of systems that do not (nor will they) have Internet access.

What is the plan to release a full download of Firefox 22, or are we going to bet stuck at 21?
