Since upgrading smooth scrolling stops and starts on same page

Since the recent upgrade from 15 to 16 on FF my smooth scrolling is jerky and no longer scrolls 'smoothly'. This happens on all websites where I want to scroll down fast. It will start to scroll, then stop, then catch up more quickly, then scroll, stop, catch up more quickly, and so on. I thought I might be that a particular page was using Adobe so updated my flashplayer and this helped for a few hours but then it went back to how it was! I have started in safe mode and with add-ons disabled, have rebooted, checked graphics drivers are up to date, etc, but none of this has made a difference. Only thing I can find to help me is a recommendation to disable smoothscrolling but I really really found smoothscrolling useful so would like to know what has changed between version 15 and version 16 to make it do this and how to fix it so I can continue to use it, or I'm going to have to go back to Chrome I'm afraid.

Try to increase the value of the general.smoothScroll.mouseWheel.durationMaxMS pref on the about:config page a higher value like 1000 to see if that makes a difference with smooth scrolling enabled.

Try to disable hardware acceleration in Firefox.
