In firefox 11, the window tabs are just below the "file edit" toolbar. They used to be below the "bookmarks toolbar". How can I move them lower?

In firefox 11, the window tabs are just below the "file edit" toolbar. They used to be 2 rows lower. Below the "bookmarks toolbar". Is there any way I can accomplish moving them lower?
