I am trying to download firefox onto my netbook that i recieved for christmas and when i click the free download button it takes me to a page with contributions and supported page. I have downloaded it once before ontomy netbook. once downloaded it popped up an error screen that it was not something for the Windows CE application.

Are you trying to download Firefox from http://www.mozilla.org/en-US/firefox/fx/ ?

What netbook is it as the Windows CE you mentioned is optimized for devices that have minimal storage for example as it is not like Windows 2000, XP, Vista, 7.
