Try to modify the pref ui.trackpoint_hack.enabled on the about:config page from the default value -1 to 0 or 1 to see if that makes the scroll pad work.
Close and restart Firefox after changing the ui.trackpoint_hack.enabled pref.

Is it checked in TOOLS > OPTIONS > ADVANCED > GENERAL tab > BROWSING session > Use autoscrolling ?

I had confirmed the autoscroll settings you noted, and they were correctly set. At your suggestion, I installed SmoothWheel hoping it might be a work around. Unfortunately the problem persists.
Does the middle mouse (scroll wheel) button work otherwise like opening a link in a new tab?
Yes, cor-el, it is working for scrolling in Explorer, and for scrolling and additional functions in other programs. My computer is a Thinkpad, with built-in left, right and center buttons for mouse functions, which are working normally except in Firefox 9. My previous Firefox version was 3.6, for which the scrolling worked fine.
Is that a mouse or a scroll pad that you use?
If you use a scroll pad, does it work if you plugin a mouse?
What I mean is whether the middle mouse button works in Firefox for other things like opening links.
If that button doesn't work at all then it is a problem between the mouse driver and Firefox.
It is a pad. On my Thinkpad computer, the only function for the middle button affiliated with the pad, is scrolling. This function worked fine in the older version of Firefox, and continues to work in other programs. The right button is is used for opening links, and this is working properly in Firefox 9.

Thanks again cor-el. I changed the trackpoint default from -1 to 0, which did not work, then to positive 1, which does work, but not smoothly. The scrolling icon flickers when in use, and although my finger pressure on the trackpoint is consistent, the scrolling accelerates and decelerates erratically, and sometimes continues after finger pressure is withdrawn. Upon the suggestion of ideato, I had installed Smooth Wheel, but have not seen a noticeable difference. Anyway, at least its useable, and I appreciate your diagnostics.
NB: Google's search tool is not compatible (at least yet) with Firefox 9. (Basic searches via Google can be performed, but without the many features of their regular tool).
Now that you have Smooth Scroll working, can you get to my "LONG TIME REQUEST" and get the "Third Button Auto-Scroll" working??????
S - L - O - W - L - Y FireFox is getting things done. So far it's taken a HUGE chunk of my life waiting for Smooth Scroll to work.
ODD, AutoScroll works in IE-3-5-6-7-8-9, Opera, A-Browser, My Browser, Netscape, Maxthon, Safari, and Chrome.

I recently realized a bug in Firefox: If you have a PDF open in one of your tabs, your scroll on your laptop's touchpad will NOT work in the other tabs. Solution: close the PDF tab and all will be back to normal
