How do you export or back up favourites in 4.0.1?

Help only references the prior version. there is no "Export to HTML" option under "Organize Bookmarks" in 4.0

Look again. See screenshot.

Access by clicking the orange Firefox button | Bookmarks | Show All Bookmarks.
