How do you move the navigation bar below the other tool bars?

Which toolbars do you mean?

Toolbars added by an extension or the bookmarks toolbar?

You can create a new custom toolbar and place all items from the Navigation Toolbar on that toolbar.

Open the Customize window via "View > Toolbars > Customize" or via "Firefox > Options > Toolbar Layout"
