When I try to edit my toolbars, the Customize Toolbar box will not close when I press done, and the only way to get my functionality back is to quit, which also means changes don't take.

When I bring down the Customize Toolbars box, all seems well until I am done and want to close it. Clicking "Done" will not do it. Most of the menu items are grayed out. All I can do is quit and restart, which also means that the changes I made to the toolbar are gone. I also am having difficulty removing things from the Nav Toolbar, but that's secondary to the larger problem.
