Organize Bookmarks brings up a completely blank Library window. I have my bookmarks and can use them, but I cannot Organize. How to fix this?

I have previously organized bookmarks many times but this behavior is new. Blank Library window has expected columns but all info is blank.

This can be a problem with the file places.sqlite that stores the bookmarks and the history.
