Win 7 laptop does not load background type images in either Firefox or IE. XP laptop shows background images while using page info/media tab.

IMO, if your problem is with two different browsers, neither browser is at fault. You need to suspect something that both browsers have in common, security applications or in the connection path.

Make sure that High Contrast is not selected.
