I can only open a link in a new tab, not in a new window

If I go to click on a link where the setting is to open the link in a new window nothing happens. If I right click it and try new window, nothing happens. It only works by opening links in a tab. I also cannot start a separate window by clicking on the Foxfire icon like I used to.
