I downloaded Firefox 3.6.3 and now Mozilla won't start at all. What happened?

I downloaded Firefox 3.6.3.exe, opened it, it appeared on my Start menu. I click the icon there and nothing happens. Absolutely no connection.

I downloaded from the Mozilla home page this a.m.
