I accidentally deleted my options toolbar and can't get it back.

There isn't an Options Toolbar.

To get the menu bar back if its missing, try pressing Alt, then V T M, on at a time, in that order, in a new tab.

Then View -> Toolbars to find an enable the Menu, Navigation, and Bookmarks Toolbars.

If that doesn't work try using Use Troubleshoot Mode in Firefox to reset toolbars and controls, from the dialog shown here: https://support.mozilla.com/en-US/kb/Safe+Mode#Safe_Mode_window
