It is referred to as built-in VPN in Firefox and not Firefox VPN as it is not a standalone app like Mozilla VPN is.

While South Africa appears to be one of the locations it is being rolled out in, it may not be rolled out to everybody yet. https://support.mozilla.org/en-US/kb/unable-find-built-vpn-firefox

Also this is not a full VPN but rather the browser traffic is routed through a proxy server like most built-in browser or Extension VPN's are.
