Some checkout sites love to open PayPal in its own window without menu bars, which clashes with my uMatrix installation, as I'm not able to set the necessary permissions to make the pop-out window work correctly. I want to force websites to open pop-out windows as a new tab instead of its own window. How can I achieve this?

The update is support.mozilla.org/questions/1592767 — however there's still APIs that won't work that way or just cause breakage (PayPal does some obnoxious delayed scripting and opening across frames and origins and whatnot, so YMMV…)
