In the homescreen, the number of shortcuts in each row is inconsistent.

When on the home screen and with setting "3 rows" for shortcuts, the third row has two missing slots and I cannot add extra ones to fill in the gap. I don't want to make it "4 rows" as it will show an "add shortcuts" button which I feel is unnecessary if I plan to leave the 4th row empty. It is also happening on LibreWolf

Whoops, it seems that it thinks I'm on Linux, I am on Mac OS Tahoe 26.4.0.

Are you able to share a screenshot that shows the two missing shortcuts?

This is on Librewolf showing the bottom two lines, seems like Librewolf is missing more than just two of them.
