firefox always initially offering to translate to Estonian. Estonian not downloaded
Whenever Firefox offers or I request a translation it always, without fail, offers Estonian as the destination language.
I deleted all the languages from the app (or whatever) and just downloaded the ones I require but that made no difference.

Have you checked Firefox Settings > General (selected by default) > (scroll down to) Language and Appearance > (scroll down to) Translations > Choose... (next to "Choose your preferred language for displaying pages")?

"nathan foster" was AI? Far too familiar. I unistalled then reinstalled and now it offers translation to Japanese. まあいいや、どうでもいいや。 as they probably don't say in Japan.
Surprisingly, in https://support.mozilla.org/questions/1577398 it's also always Japanese.
I don't see anything directly related in https://bugzilla.mozilla.org/buglist.cgi?product=Firefox&component=Translations&bug_status=__open__ — would you be willing to open a bug in that component: https://bugzilla.mozilla.org/enter_bug.cgi?product=Firefox&component=Translations so that this gets in front of the engineer working on that feature, who might want to diagnose some things with you to get this resolved?
There are some preferences for recent languages mentioned in https://bugzilla.mozilla.org/show_bug.cgi?id=1995247 if you want to try tweaking these.
