If your asking how to empty the spam folder...

  1. Select account
  2. Select spam folder
  3. Press the 3 dot menu
  4. Select empty spam

If your asking how to move an email into the spam folder...

  1. Select email
  2. Press 3 dot menu
  3. Select spam

Thunderbird for Android doesn't have any feature for spam or rule based filtering. Please clarify if your query is regarding Thunderbird desktop rather than the Android client.
