I have the complete Thunderbird folder with 15 years of POP mail.

Install Thunderbird on new PC and overwrite the complete folder?

will be the same version of thunderbird.

Yes, it's the best way. On Win, the folder you're copying/pasting is C:\Users\<username>\AppData\Roaming\Thunderbird, and I recommend deleting that folder on the target drive before pasting (vs. overwriting it).

I remember there being a way to start TB in offline mode. may not be important if I do not enter server details.

This worked perfectly!

There are some old mail folders that will not delete, one is in the trash. I cannot right click and delete the trash, only delete the messages. i may start a new thread.
