Unable to send or receive email on Thunderbird on Windows 11, works fine on Windows 10

I've been using Thunderbird for years on Windows 10 without any issues. How ever I can't send or receive emails on Windows 11. I'm using the same server settings on both installations. Webmail works fine

I am guessing you are not using the same anti virus product and settings as that is the cause of something like 99% of sending errors.

I am of course guessing as you have not provided any information at all about your mail provider or the error message you receive telling you you can not send mail.
