Try to open the customize panel and drag&drop the New tab button on your Tabs Bar.

The Customize panel instruction (right click next to your tabs, choose 'customize panel') got me halfway there, but I am low knowledge level and needed more help.

Just in case anyone else finds themselves in my shoes:

My issue: I opened customize panel but the "new tab" option wasn't listed under "Drag your favorite items into the toolbar or overflow window." This was because the "new tab" had already been (accidentally) dragged elsewhere. If new tab is not listed that may be the issue. Look for the "+" icon which that is the icon for add new tab. [Note: zoom icon also has a + but looks like "- 100% +".] Find it and drag it next to the open tabs, select done on the bottom right, and it should show up.
