Earlier this week, our local IT expert informed us that while Firefox would still be available, it will have no further development. I am looking at updating my Windows systems to Win11 and would like to know if this is true?

The development of the (desktop) Firefox web browser is still very much continuing (as is the mobile versions for iOS and Android). It is one of Mozilla's primary products. If the (desktop) Firefox was indeed going to have no further development, then it would be a very hot topic all around. Perhaps s/he heard that support for Windows 7, 8, 8.1 was dropped as if Firefox 116.0 and later. https://support.mozilla.org/en-US/kb/firefox-users-windows-7-8-and-81-moving-extended-support

In this case Mozilla is still supporting the EOL Windows 7, 8, 8.1 when other major browsers dropped support back in Jan/Feb 2023.

I just wonder what source this IT person is using to think the development of Firefox web browser has ended?
