poor firefox background performance with 13900k

I have experience suddenly frame drop random 2s freeze during fps games like rainbow six siege, apex legends, csgo, 3A like GTA5. Suddenly frame drop like running 178 fps for a really long time and then drop to 100fps. 2s freeze like graphic is freeze for 2s and everything normal. When it happens, I put firefox in the background let static web page opened, youtube video playing(1080p) with firefox picture in picture or open it in a new tab.

Method I use to debug: 1. Fresh installed system: windows 10 22h2, windows 21h2, 22h2, 23h2. 2. Motherboard driver: fresh installed system with every combination of driver installed. Driver come from asus website, iobit driver booster, or 360 driver manager. 3. Multiple monitor: I have three monitors. I also tried every combination of these three monitors. 4. Usb device: I am not using any usb dock/hub. I also tried plug or unplug all of them. 5. Keyboards and mouse: I have three keyboards and two mice. Test with all of them. I also swap to new pcb for my keyboards. 6. CPU,motherboard, ram, SSD, HDD, Ethernet cables, usb cables: I order new parts and test them. I test both ram with memtest86, all passes. 7. windows activation: I tried three ways to activate windows. 8. GPU: I have a 2080s and 4090: I tried both gpu and test different version of nvidia driver (uninstall with DDU and install without nvidia experience app). 9. Temperature: I have custom loop connect to my cpu. under R23, p95, max package temp is 88C. GPU max temp is 72C under furmark test. I do these tests both, and I use a meter to track power, total power never exceed 600W and I have a 1000W PSU. I also check all power cable is not exposed its wire and normally bent. 10. App: I only install necessary driver installed and steam and firefox. And bios is XMP on/off, Multicore enhancement on/off. I test them both. And it doesn't help. 11. Different version of firefox. I tried 118, 119, 120. I also tried refresh firefox, disable all extensions, default setting for firefox. (I have experienced poor firefox performance back to firefox 107 at first release of windows 11 22h2).

I love to use firefox. I am software developer too. If possible, I can assist test this.

Did you try assigning Firefox to a different GPU?

Windows Settings > System > Display > Graphics > Add firefox.exe > Options > High performance GPU

Try capturing a performance profile when the freeze occurs, upload it and share the link.

I will capture a performance profile. I disabled iCPU in the bios, and tried setting set firefox to high performance GPU, it doesn't help.

Try setting firefox.exe to "Power saving" instead of "High performance GPU". You can see which GPU is being used by visiting about:support in the address bar, scroll down to the "Graphics" heading and look for the GPU with "Active" value of "Yes".

I tried this I can see my 4090 is in active status. Does efficiency mode in windows 11 has negative impact for firefox?
