Unless I'm crazy, Firefox used to import the tags in an exported bookmarks HTML file. I used this to move bookmarks between profiles. What happened to that capability?

Tags have never been included in an HTML backup. To transfer Tags and other annotations you need to restore a bookmark JSON backup.

Let's clarify here. Tags are included in HTML exports. JSON backup restores overwrite existing bookmarks. I'm talking about merging bookmarks from two profiles.
