Same issue as reported in https://support.mozilla.org/en-US/questions/1389882 However, since that has been archived with no solution, starting a new post.

Any fix or workaround? Went back to using other browsers for a while, came back and can see it is still an issue where you can't view any password protected PDFs over on https://outlook.office.com/mail/

Then you need to contact the site or whomever owns the PDF to give you access to the locked pdf files or site. This isn't a Firefox caused issue.

It is though, I know the password and the PDF files can be viewed in any other browser after entering the password, it's only in Firefox I get this issue.

Does it still happen in Troubleshoot Mode?

more options

Yes unfortunately, I was hoping troubleshooting mode would work get around it but I'll still keep getting and endless spinning wheel.

Does it still happen in a new profile? An easy way to test a new profile is to install Developer Edition and see if it happens there or refresh your existing profile.

Yep, unfortunately, same endless spinning loading circle there too. Thanks for the suggestion anyway.

Have you tried disabling Tracking Protection?

Do you see any error messages in the Web Console (Ctrl+Shift+K) when trying to load the document?

Looks like disabling enhanced protection didn't change anything. As for the console though, this is what I got in the following image, not sure if this might help figure out why this is happening.
