I just downloaded Thunderbird version 91.6.2 to my new Dell WINDOWS 11 desktop. When I downloaded my messages from my AOL account, only my Inbox messages downloaded for my 2 AOL accounts. My "sent" mail and all my other folders did not download. When I go to Thunderbird Account settings, the "Synchronization & Storage" option is NOT available for either of my AOL accounts. I have included a screenshot of my menu. I don't know how to set Thunderbird to synchronize my messages. Please help!

The accounts were probably added as POP accounts. Check the Server Type in Server Settings. If the Inbox messages were deleted from the server after download, copy them to subfolders of Local Folders, and the same for any Sent messages, then remove the accounts with Account Actions in Account Settings. Then, add them to TB as IMAP accounts (Account Actions, Add Mail Account). TB should detect the correct settings:

imap.aol.com on 993 and smtp.aol.com on 465, SSL/TLS, OAuth2 authentication, User Name = email address.
