time zone different when forward

Looking at your screenshot again, I notice it is a snippet of the message body showing the Date header of the original message. Open the original message and display full headers via the View menu > Headers > All. What does the Date header show for the original?

the date header show + 0000 also

There's your answer. The Date in the forwarded message bit in the screenshot is NOT getting converted automatically by Thunderbird. This is not a Thunderbird issue. It's originating from the Date header of the original message and Thunderbird is simply copying what was written there before. The source of the timestamp in the Date header is the sender's side. If they used Thunderbird to send the message, then their computer's time and date settings are used as at the time of sending the message.
