Missing "customize" option, want to change inbox view

I had to reload Thunderbird after it failed to transfer to a new hard drive. I want to restore the inbox vertical view with preview pane on the right, which I understand is done via the "customize" option in the dropdown menu activated by the triple hatch mark at page upper right. But that menu does not include "customize," and I can't find any other way to change the view. Has anyone else encountered this?

Update: I was able to restore the vertical view through "View-> layout." But I still wonder why the "Customize" option is not shown.

There are quite a few, mostly unnecessary, changes to the menus. Now, Toolbar layout is under View/Toolbars.
