I have Thunderbird version 78, Windows 10, AVG internet security My problem is I can receive emails but cannot reply or send new ones. I turned off AVG VPN and the problem still existed. My name and email address are correct in account settings, perhaps outgoing email settings are wrong.

what is the error message you get when you attempt to send emails? Verbatim please.
I suggest you ask Charter or whatever company has taken them over now exactly why they are rejecting connections from your computer. I don't really see this as a Thunderbird issue as it is clear charter is refusing the attempt to connect to send mail. Given the link they provided I am guessing that yet again they have made a mess of their spam filtering on their server. But it is only a guess. But consistent with their past efforts.
