How to turn off flashing tab banner upon notifications

I'm really annoyed by Telegram and Email tabs flashing at me constantly. I need this to stop. I've tried the solutions at https://support.mozilla.org/en-US/questions/1185683 and https://support.mozilla.org/en-US/questions/1107234, but I think they're out of date.
