Downloads stuck in perpetual limbo

For at least the last week or so, I can no longer actually complete any downloads. I get the prompt to start the download, and then it goes up into the notification bar with the line running across the top like it's getting started, but it never progresses beyond that. The file never actually downloads, I never get the option to open it, it doesn't even give me a percentage or a size. The only thing I can do successfully is cancel the download.

I have the most recent version of the Firefox app available from the Google Play Store.

Here's a screenshot. It gets stuck here forever. The file opens instantly in another browser, so it's not just that it's big and slow to download.

What type of file are you trying to download and where are you downloading it from?

It has happened mostly with pdfs, and once with I think a doc, but I don't know how relevant that is because U haven't really tried to download much else. For example in the screenshot I was trying to look at one of the schedules here: https://riverviewsanitation.com/service-areas/

This happens on all sorts of different websites. (It does sometimes eventually get around to telling me that the download has failed.)
