Multi-row tabs isn't a builtin Firefox feature. You need to use the userChrome.css file to achieve this. It is likely that your current userChrome.css code isn't compatible with Firefox 66 and needs an update. If you know and remember where you got the code then you can look for an update.

Thanks. I don't remember where I got it. Originally, it was a function of Tab Mix Plus, I think.When add-ons break on new versions, I understand how developers get tired of trying to keep up. I'd like to see Mozilla make this multi-row function as an add-on that will keep up.
