Especially in tables I am used to date and time formats like yyyy-mm-dd HH:MM:SS. How can I tell thunderbird without touching LANG or LC_* variables, installing system locales or modifying system settings in hard-to-find GUIs depending upon the desktop environment?

I'd love to simply enter a config option in Preferences --> Advanced --> General like "%Y-%m-%d %H:%M:%S", known from the date(1) system tool since the very early days of Unix.

Thunderbird does not format data in tables in emails, it is text. so I think your quest is doomed as the author of the email would have to format the data to suit you, not the mail client..
