Computers not Synching - and how will it know which Computer to synch to when it does?

Sync symbol shows up to date on my laptop and my desktop.. But the items I have chosen to synch -- for now only "Open Tabs" are not identical. Furthermore I am fundamentally confused as to how FF will decide which computer is "primary." In other words if I have Bookmarks in Computer A and B and I want A to prevail -- how do I set that up? What am I missing here?

With sync, there is no master or primary. Any changes on one member of the sync is sent to all others.

Type about:accounts<enter> in the address bar. [57+]

Make sure what you want to sync is selected. Sync your bookmarks, history, passwords, add-ons and open tabs with another copy of Firefox. Learn how to set up Sync. We'll show you how to choose which types of information (bookmarks, history, add-ons, and passwords) to share across all your devices through Firefox Sync. Sync your passwords, history, tabs and other browsing information across your iOS, Android and desktop computers with Firefox Accounts.

Thank you Fred.

It now seems to be synching bookmarks and history, but not open tabs

I called for more help.

We need to look at the sync logs. On the profile that is not syncing properly, type about:sync-log<enter> in the address bar.
