Do you have a teksavvy (owner of pppoe.ca domain) address? If so, they offer SMTP service with these settings:
out.teksavvy.com on port 1025, connection security = none, authentication = password, transmitted insecurely, User name = full email address.
Tools/Account Settings, Outgoing Server (SMTP) at the bottom left pane.

what is the error message (verbatim please)
Sending of message failed. No connection to outgoing server (SMTP), out pppoe.ca timed out
