First thing to do is to ask your Internet Service Provider to provide you with an IP that puts you in the correct location (or comes close).

Second (if you use Google) :

https://www.google.com/preferences?hl=en

Scroll down to 'Region Settings' and check the correct region.

Hmm, what do you mean by "people"? If you mean websites you visit, they usually are making a guess based on your current IP address, which is assigned by your internet service provider. A site that shows sample location data associated with your current IP address is:

https://www.iplocation.net/

I don't know if they have data for Europe.

Some websites allow you to provide a zip code/post code, others may trigger a precise location request. The mechanism will vary.
