"bookmarksPanel.xul" link broken after update to FF 61.0

chrome://browser/content/bookmarks/bookmarksPanel.xul

used to open a tab with my bookmarks. After updating to 61.0 today, I get:

File not found

Firefox can’t find the file at jar:file:///C:/Program Files/Mozilla Firefox/browser/omni.ja!/chrome/browser/content/browser/bookmarks/bookmarksPanel.xul.

chrome://browser/content/bookmarks/bookmarksPanel.xul used to open a tab with my bookmarks. the .../places.sqlite said "file not found"
