the displayed procedure to delete / remove new tab / top site doesn't remotely work
I totally dislike the Quantum New tab page. First I much preferred the previous version fo its simplicity and flawless use. It has been replaced with a vastly inferior system which doesn't work. It is NOT INTUITIVE. Anything that needS multiple explanations on how to press a button is objectionable. I tried to find the solution to remove half a dozen Icons and was led to tap the icon and hold it untill a popup appears. Doesn't happen despite holding it for longer that two minutes. There is a three dot menu button in upper right corner that does not have the promised REMOVE button. I'm offered to delete it which tells me it will delete every instance of it. SCARY.
I have tried various methods over a hundred times but none worked or I wuoldn't be posting this.

New Tab was changed with Firefox 57 and changed again with Firefox 60. Which "displayed procedure" are you using?

Top Sites. I had really liked the TAB page, Particularly when the Icons were small picture of when site opened.
Then TOP SItes appeared on 5/18/2018 update along with a bunch of additional Icons. Before some tab icons would appear when I went on the website. I could easily delete them by clicking on the X in upper right corner. NOW I Can't delete them. I have spent over two continous hours following suggestions with no luck. Nothing works.
I followed the instruction for about:config browser tab and the the value to false - Nothing happened. I deleted Pocked in About:config change value to false. I also use Privacy badger and UBlock.
Dismiss (X) in the three-dot menu removes the item from the new tab page. Note that these actions are stored in a pref that can grow considerately in size of you keep removing tiles, so you can consider to open the link in a tab and use the history sidebar to remove this item from the history.
Changes made manually on the about:newtab page are stored in prefs that you can find on the about:config page.
- browser.newtabpage.pinned stores websites that you have pinned to a tile.
- browser.newtabpage.blocked stores websites that you have removed by clicking the X button in a tile.
On the Top Sites page, I have 12 Icons displayed. Six of those I want permanently. A few of those are Intellicast, Whatfinger, thejigsawpuzzle and Logic-puzzles
I also may keep another website for a week or two temporarily. When I use Dismiss for example on Google or You Tube, It removes it - but a different variation of it appears in its place
Google - Large colored G - dismissed Appears in place Small G with side text Dismiss Reappears - two small G's - which after 2-3 seconds changes to Small G with side text. Dismis has NO EFFECT AFTER THAT -- I can keep clicking on Dismiss and it doesn't go away.
When I DISMISS - a different Icon the LARGE GOOGLE ICON REAPPEARS i have dismissed over a 150 icons with it seems most of them reappearing. The old Tab page NEVER DID ANYTHING EVER REMOTELY SIMILAR. IN FACT AFTER i HAD INITIALLY "TRAINED" IT BY DELETING ICONS THAT APPEARED, I seldom had any Icon ever appear.
This system is a FAILURE. NO ONE SHOULD HAVE TO ENDURE a constant effort to remove additional icons. The system can't possibly be working correctly. If it is working as designed they should be water boarded. Your advice seems to suggest that I open the link in a tab and delete it from my history. I spend over 10 hours a day on the computer. Your suggesting I delete from history all the website links I go on. Many of those I need temporarily and don't want to necessarily Bookmark them.
I have over 16.000 folders in my Bookmarks. It is NO ADVANTAGE to me to Bookmark most of these. ( I copied my Bookmarks pasted in Libre page & line numbered it. Each line is a Folder Name = 16,336 lines. I have difficulty believing others are not flummoxed by this problem. i don't want to be forced to delete my history. Weekly I use history to find a website that I had been on to check a fact, quote or other. If I had Bookmarked that link, its very possible I would not remember under exactly which folder I saved it. Links have relationships to many subjects, persons, agendas, etc:. That is not an improvement to be forced to do that. I have never used Internet Explorer at least since Firefox was created. I won't use Chrome (Google) OR Microsoft Edge.
- Please don't misunderstand. I sincerely appreciate your effort to solve this problem. The one giant criticism I have about Firefox is Management responsibility to correct problems seem to be left to knowledgeable users, The designers that created the problem are no longer involved.

If you only want a few sites why not Enable the Bookmarks Toolbar and put the ones you most use in there and do away with the new tab page altogether ?
Or use a Extension and a local HTTP file you have made;
Just suggestions.
You can pin all pages to all tiles to have them permanent and fill the second row with tiles from the recently visited list with pages that you like. Firefox uses this list as well, but you can't influence what links are used. The block (dismiss) choice isn't really suited for blocking websites (domains) and deleting from history is usually overkill.
